Contract Senior Forensic Advisor (SFA) and Instructors

Since its inception, ICITAP has enlisted the help of active and retired federal, state and local criminal justice experts as full- and part-time training instructors and technical advisors. On this page you will find information for senior forensic consultant and instructor positions and how to apply for them.

Position Description

Senior Forensic Advisors and instructors are required to travel to developing countries to provide training, advice and technical assistance to forensic and law enforcement professionals in order to enhance the host country’s forensic capabilities. Their responsibilities include, but are not limited to: evaluating the training and equipment needs of the host country’s forensic laboratory; assisting in the design and implementation of training programs; assisting in the development of laboratory policy and procedure manuals, quality assurance procedures, safety and security guidelines; coordinating equipment donations; recommending changes and improvements to the laboratory; developing specifications for forensic equipment; and providing advice and technical assistance to the laboratory staff. Required travel ranges from two weeks per quarter to a full-time posting abroad.

Senior Forensic Advisors and Instructors are subcontractors to the Criminal Division of the US Department of Justice’s International Criminal Investigative Training Assistance Program. They are not employees of the US Government.

Position Requirements

Qualified individuals will have an extensive background in forensic science (at least seven years experience) with knowledge of a broad range of basic and advanced forensic science applications and techniques, including such disciplines as legal medicine and forensic anthropology. Applicants must have a strong foundation in forensic laboratory management practices and must be willing and able to work closely with laboratory managers abroad to enhance their management skills, laboratory policies and procedures, and other related aspects of the position. SFA candidates must be well-acquainted with internationally accepted forensic laboratory accreditation requirements and will ideally have management experience in an ASCLD/LAB and/or ISO 9000-accredited institution. Applicants must have flexible schedules and must be willing and able to work outside the United States in a culturally and ethnically diverse environment. Language skills are preferred but not required. However, qualified applicants must be able to work in a non-English speaking environment using language assistants. Prior international experience, particularly in developing countries, is desirable but not required.

One of ICITAP's largest programs and biggest successes is in Colombia. Over 10,000 law enforcement officials were trained last year alone on topics as diverse as anti-corruption, expert witness testimony, financial crimes, and sex crimes. As part of Colombia's advancement, ICITAP Colombia has begun assisting the country as they come to terms with their violent history, and try to recover and identify the thousands of victims of forced disappearances. This assistance began with a series of formal dig schools to teach excavation techniques in 2006, and will be followed this year with the development of the Human Identification Center (HIC), a repository and lab for remains collected from around the country.
